Butt plugs: sustained, stationary sensation
A plug is designed to be inserted and then left in place — the flared base holds it there, giving a constant sense of fullness that stays fairly steady. Plugs are popular for wearing during other activities, since they don’t require ongoing attention once inserted.
Anal beads: sensation on removal
Anal beads are a graduated string of spheres, and the main sensation actually comes from insertion and — especially — removal, as each bead passes the sphincter. They’re generally used actively, during a session, rather than worn for a stretch of time.
Which to start with
If you want something to wear and build up to, start with a small plug. If you’re curious about a more active, building sensation, a beginner set of beads is the better pick. Neither is “better” — they’re just different tools for different moments.
